There is a growing international movement to ban as well discourage the use of plastic bags because of their environmental effects. Countries from every part of world are cracking down on the plastic bags.

 
     
 

The ubiquitous plastic shopping bag, so handy for everything from toting groceries to disposing of doggie doo, may be a victim of its own success. Although plastic bags didn't come into widespread use until the early 1980s, environmental groups estimate that 500 billion to 1 trillion of the bags are now used worldwide every year.

 
     
  Plastic bags are not biodegradable. They clog waterways, spoil the landscape, and end up in landfills where they may take 1,000 years or more to break down into ever smaller particles that continue to pollute the soil and water.  
     
  Plastic bags also pose a serious danger to birds and marine mammals that often mistake them for food. Thousands of Cow's die each year after swallowing or choking on discarded plastic bags.  Producing of plastic bags requires millions of gallons of petroleum that could be used for transportation or heating.  
     
 

The Delhi government has finally notified a blanket ban on plastic bags in 2009. According to the notification use, storage and sale of plastic bags of any kind or thickness, in all places where one gets the bags after shopping, are banned. Anyone guilty of breaking the ban faces a maximum penalty of Rs 1 lakh or five years’ imprisonment or both, says the Environment Protection Act.

 
     
 

All staff of the health and environment department and bodies under them, food and supplies officers and sub-divisional magistrates are empowered to enforce the ban. Municipal health officers of NDMC and MCD can also implement the ban. The Delhi Pollution Control Committee (DPCC) will be coordinating the implementation exercise, like lodging complaints.
